Floored 3: What’s changed since flooring became a Welsh housing standard?
Since April 2024, the Welsh Housing Quality Standard (WHQS) has required social landlords to provide adequate flooring in all rooms when a home is re-let. But what difference has this made in practice?
Floored 3 takes a snapshot of how the change is working for tenants and landlords across Wales. It explores what tenants told us about affordability, dignity, comfort, safety and feeling at home, as well as the operational challenges landlords are navigating, from costs and contractor availability to quality and void turnaround times.
The findings are clear: providing flooring has made a positive difference to tenants, helping remove a significant financial barrier at what can already be a stressful time. For landlords, it has also brought benefits including improved satisfaction and opportunities to strengthen processes and relationships.
But there is still more to learn and improve.
