Regulation of Housing Associations in Wales continues to evolve with the use of a range of regulatory judgement ratings and increased expectations around Tenant voice and engaging tenants in regulatory self-assessment.

Understanding Wales’ Regulatory Framework: What do the judgement ratings really mean?

Head of Regulation Operations at Welsh Government, Nicola Gibbons, will provide the latest on the Regulatory Framework and what it means in practice for the housing association sector and Tenants.

This session will focus on unpacking the regulatory judgement ratings, including what the different ratings mean and how they are used. Nicola will also explore the introduction of the “Yellow” financial rating, why it is not a downgrade, and how lenders and funders view the ratings.

What can Wales learn from England about tenant engagement in regulation?

Two years into England’s new consumer regulation approach, what can the Welsh housing sector learn?

Hear from Jenny Osbourne MBE, Tpas (England) Chief Executive. Jenny will share the latest insights and practical learning, exploring how tenant voices, experiences and feedback can strengthen regulation. She’ll look at how tenants can challenge and influence regulatory evidence, and why transparent, accessible data matters.
