2025 Tenant Pulse – The Tenant Voice on Renting in Wales
The 2025 Annual Tenant Pulse Report is now live! This year, we explored what matters most to tenants in Wales, from housing affordability, wellbeing to landlord engagement, community safety and renting stigma.
TPAS Cymru heard the voices of tenants from across Wales, and we are pleased to share the insights publicly through our Annual Tenant Pulse Report and Executive Summary. It’s more than a survey, it’s making sure tenants across Wales are heard. Because you matter.
The findings are clear: while many tenants are satisfied with their homes and landlords, significant challenges remain. Affordability pressures, housing quality, and community issues affect many, particularly underrepresented groups such as disabled tenants, neurodiverse households, younger renters, and those from Black, Asian, and Minority Ethnic backgrounds.

Background:
Tenant Pulse is the official Wales-wide panel for tenants giving their views on the things that matter right to them. It was founded in 2017 by TPAS Cymru (under a programme of work supported by Welsh Government).
It runs on topical issues to help shape housing policy in Wales. It covers tenants of both social housing (Housing Associations and Local Authority housing) plus private renters and those in supported housing. It is tested and feedback is given by our valued Tenant Pulse Advisory Panel (TPAG) who we thank for their ongoing support.
