Housing Association Sector Challenges and Risks – February 2022

Welsh Government (WG) regulation team regulate Housing associations in Wales. Housing Associations are also known as Registered Social Landlords or RSLs for short.

The Regulation Team at WG have produced a new guidance paper called RSL Sector Challenges and Risks – February 2022.   The purpose of this paper is to provide Housing Associations (HA) with an update on key risks and challenges faced by the HA sector as a whole and to set out high level expectations as to how the Boards of HAs should respond.

Since the last edition of the Risks and Challenges paper, HAs have all had to contend with the Covid-19 pandemic. The many challenges of the pandemic illustrated once again how strong governance, through Boards making good, well-informed decisions, is critical in ensuring HAs are able to identify and correctly respond to the risks they face.

This guide provides HAs with an update on key risks and challenges faced by the sector assessed at the turn of the year and sets out high level expectations as to how Boards should respond. Risks are of course dynamic and can change unexpectedly, for example, risks presenting because of the war in Ukraine and the impact of an escalating cost of living crisis will have changed organisation’s risk assessments in the few weeks since this overview was completed.
