Smart Export Guarantee (SEGs) Roundtable Discussion

A private space for officers to discuss practical EV challenges and to discuss different workable approaches to SEGs in social housing

Supported by:

Date: 15th January 2026: 11am to 12.30pm

Venue: Unite The Union: 1 Cathedral Rd, Cardiff CF11 9SD

About this Session

The Smart Export Guarantee (SEG) allows households to earn money by selling unused solar power back to the grid. However, across social housing, there are currently different interpretations and practices regarding who should receive the SEG benefit and how it should be managed.

Some landlords retain the SEG benefit to reinvest in homes.
Some enable tenants to receive it directly.
Some are uncertain how to approach it.

This has led to confusion, and questions to us here at TPAS Cymru from both landlords and tenants.

This roundtable session provides the opportunity for organisations to come together, share experiences, understand the practical complexities, and discuss potential shared solutions.

In this session, we will:
  • Explore how different landlords are currently handling SEGs
  • Discuss the operational and policy challenges e.g., metering, payment pathways, tenancy agreements
  • Consider fairness, communication and expectations for tenants
  • Hear short expert insights from sector partners, including Sero
  • Begin identifying where common guidance or agreed approaches may be helpful

This is not a training session, it is a collaborative conversation designed to promote learning, challenges and opportunities across the sector.

To ensure balanced participation and meaningful discussion, attendance is limited to up to two staff members per organisation.

Who should attend?

This session is only for staff and sector stakeholders, including:

  • Housing and asset managers
  • Energy and retrofit leads
  • Decarbonisation and sustainability teams
  • Tenant engagement and community energy officers
  • Sector partners supporting net zero transition

Why attend?
  • Understand how SEGs are currently being approached across Wales
  • Learn from peers working through similar decisions
  • Share challenges openly in a constructive environment
  • Help shape fair and workable solutions for the future
  • Contribute to exploring whether a sector-wide working group on SEGs should be created

Through this session, we are not looking to create one approach, we recognise all landlords have different approaches on this subject.  We are hoping you can learn from each other and consider the best way forward for your organisation.

Cost to attend:

This roundtable is free for housing staff and invited sector partners.
